Probably not. This car has a MPTLM of 2315 kg. If the Pegasus ha a lower MPTLM than 1186 it is okay. But as you wrote the actual weight is 1461 kg I assume it is not.
In short: E permit is not necessairy if the total MPTLM of car and caravan stay below 3501 kg and the MPTLM of the caravan is less than the empty weight of the car. And of course any trailer < 750 kg.

Thanks for that but im a bit confussed as on this site it says the Gross Train weight (car+caravan) 3491 kg, is this not below the magical 3500kg?

3491 kg is the actual weigt of the train with the input you gave earlier on. Whether you need license E is of no influence on the actual masses, but only on the permissible masses which you can check on the vehicles id papers.

UK legislation on a standard category B licence obtained post Jan 1st 1997 allow towing as follows:
Category B licence holders may tow a caravan provided the MTPLM of the caravan does NOT exceed the unladen kerb-weight of the towing vehicle, and the combination does not exceed 3500kgs trainweight.
Use your actual vehicle weights from VIN plate and caravan rating plate as this is the information refered to by VoSA during roadside checks.
Assuming your wife isn't familiar with towing, it's highly recommended employing the 85% of vehicle kerbweight guideline.

Absolutely Bert, I cut-&-pasted the text from elsewhere.
3500kgs permissable train-weight is the limit for category B licences held post January '97 in the UK, with trailer/caravan MTPLM not exceeding tow vehicles kerbweight.
